Gaborone, Botswana – The National Electoral Commission of the Republic of Somaliland (NEC/SL) has been honored with the prestigious ICPS Excellence Award 2025 during the 21st Annual International Electoral Award and Symposium, held in Gaborone, the capital city of Botswana, from October 1–4, 2025. The international platform, organized annually by the International Centre for Parliamentary Studies (ICPS) UK and hosted this year by the Independent Electoral Commission of Botswana (IEC-Botswana), recognizes electoral bodies worldwide for their innovation, integrity, and outstanding contributions to democratic governance.
The Somaliland National Electoral Commission received the award in recognition of its dedication to electoral transparency, the introduction of modern voting technologies, and its overall leadership in implementing democratic reforms. The commission’s efforts in improving electoral processes, strengthening public trust in the voting system, and establishing reliable institutional frameworks have been widely acknowledged, marking Somaliland as a model of democracy in the Horn of Africa.
The ICPS Excellence Award is one of the most prestigious global honors in electoral administration. It is given to electoral institutions that demonstrate exceptional technical innovation, efficiency in operations, and the ability to inspire confidence among the electorate. Over the past thirty years, Somaliland has successfully conducted a constitutional referendum and ten national elections, maintaining a record of peaceful and credible democratic processes. The NEC has been instrumental in ensuring the integrity of these elections through innovations such as the Biometric Voter Registration and Verification (BVRS/BVVS) system, which made Somaliland the first country to implement this advanced voting technology. In addition, Somaliland’s presidential and national party elections have been observed by international monitors, who consistently praised the transparency, fairness, and reliability of the electoral processes.
