The Minister of Interior, Abdalle Mohamed Carab, delivered a national security briefing. He reported that overall security across the six regions of the country remains stable and under control. He noted, however, that daily criminal incidents and road traffic accidents—particularly involving water tanker trucks—continue to be a major concern and remain the leading cause of death in the country. He called for increased public safety interventions.
Minister of State for Finance and Economic Development, Ismail Mawliid Abdillahi, presented an update on national revenue and public financial management. He confirmed that the revenue collection process is proceeding according to plan, especially in domestic taxation. He also reported the successful rollout of the Financial Management Information System (FMIS) across central ministries, revenue-generating agencies, and local governments. Preparations for the 2026 national budget are already underway, following the provisions of the Public Finance Management Act (Law No. 75/2016).
Vice President Mohamed Ali Aw Abdi, in his capacity as Chair of the National Drought Response Committee, briefed the Cabinet on ongoing humanitarian relief efforts. He noted that although recent rains in parts of western Somaliland have slightly improved the water crisis, severe food insecurity persists. Meanwhile, water shortages continue to affect many eastern regions, particularly in Sool and Sanaag, and require urgent response measures.
Minister of Communications and Technology, Jamaal Mohamed Jama, shared an ambitious plan to reform government IT systems and strengthen Somaliland’s e-Government framework. He reported the establishment of a team of technology experts dedicated to assessing ministries’ needs, developing digital tools, and ensuring data security. The Ministry has also designed a national diagnostic tool to identify system requirements in each department. Minister Jama further announced the upcoming construction of the Somaliland National Data Center, a major step toward digital sovereignty, expected to begin later this year.
Minister of Health Development, Dr. Hussein Bashir Hirsi, raised alarms over the escalating number of deaths caused by traffic accidents—especially those involving water trucks. He noted that these accidents have become a heavy burden on the health sector, calling for a comprehensive national strategy to reduce road fatalities.
The Minister of Civil Aviation and Airports Development, Fuaad Ahmed Nuux, delivered a detailed six-month progress report. Highlights included the restructuring of ministry regulations, strengthening the air traffic control department, and the near completion of Terminal 2 at Hargeisa International Airport, which will soon open to the public. Other achievements included infrastructure upgrades, staff training, and engagement with international aviation bodies. Minister Fuaad reaffirmed Somaliland’s full sovereign authority over its airspace and its direct communications with ICAO, the United Nations, African Union, European Union, and IATA.
The Minister of Justice, Yonis Ahmed Yonis, presented the long-awaited Legal Aid Service Bill to the Council. The legislation aims to improve access to justice for all citizens. After extended deliberations, the Council of Ministers unanimously passed the bill, with no objections or abstentions recorded.
